Change it from the billing screen. A downgrade that would not hold the people you already have is refused up front, with both numbers named, rather than accepted and enforced later.

An unpaid invoice is left alone for a week, then the subscription is marked overdue, and after four weeks the account narrows to read-and-export-only. Nothing is deleted or hidden at any point.
